Photoshop offers free online image editing at http://www.photoshop.com/

Click on Online Tools > Photoshop Express Editor > Upload Photo
Click on the Crop & Rotate tool if needed > Mover corner handles as necessary.
Click on Resize.
Click on Auto Correct > Select best image.
Click on Sharpen.

Click on Done in the lower right-hand corner.
